Standing Orders
Farnham Town Council is governed not only by national laws as set out by Central Government but also by its own laws and rules.
These laws and rules are called Standing Orders and every Council, be it County, Borough, Town or Parish has its own set of Standing Orders or similar which it has to abide by.
The Standing orders set out the way in which the council should conduct its business and they range from rules about how to manage and conduct a meeting, to the way in which a council should deal with complaints.
The Standing Orders are not only set out for Farnham Town Council as a body they are there to ensure that Councillors represent their constituents in a fair and democratic manner and that the Officers who advise the Councillors on points of order have fair and clear rules to abide by.
Some of the rules set out in the Standing Orders are set down by Central Government but most are set down by Farnham Town Council.
From time to time the Council can choose to change or waiver its own Standing Orders. A change or waiver to Standing Orders would be recommended by one of the three Standing Committees (Public Services, Environmental Services or Policy and Resources) which would then be recommended to Full Council. Only on the agreement of Full Council would any changes or waivers to the Standing Orders be made.
